Warmly and Vector belong to a new group of tools from the USA. They identify visitors to a website, rate them with AI and trigger actions from that: chat, call, email or advertising. They have little to do with the simple question of which company was on the website. Anyone in Europe considering using them needs prices, pricing metrics and an assessment of the legal position. This article summarises what both providers state publicly. It is not legal advice and does not judge the lawfulness of the products.

## Warmly: prices only on an annual contract

The [Warmly pricing page](https://www.warmly.ai/pricing) lists three plans, all with amounts per year or per quarter. There is no monthly payment.

| Plan | Per year | Per quarter | Scope |
|---|---|---|---|
| AI Web-Deanonymization | from 10,000 US dollars | 4,875 US dollars | from 10,000 credits per month, identification, filters, alerts, CRM connection |
| Inbound Chat | from 20,000 US dollars | 6,500 US dollars | additionally AI chatbot and chat with employees |
| AI Inbound Autopilot | from 30,000 US dollars | 9,750 US dollars | additionally AI agents and automatic emails |

Add-on packages cost 10,000 US dollars a year each (Signal package and Warm Experiences). The AI video chat is on request. The pricing page does not list a free plan.

As of 7 November 2026, prices net according to the provider's page, given in US dollars. Providers change their prices, so check the current page before buying.

Two things stand out in the pricing metric. First, Warmly counts in credits. How many credits an identification uses is not on the page. Second, the page advertises "save 30 percent" with annual payment, while the figures give about 23 to 49 percent depending on the plan. Anyone comparing should have the credit model explained in writing. How the counting methods of different providers relate is covered in [Comparing visitor identification: 12 criteria for choosing](https://whovisit.app/blog/besuchererkennung-vergleich-kriterien).

On ownership: on 30 June 2026 Warmly announced that HubSpot intends to acquire the company ([founder's post](https://www.warmly.ai/p/blog/warmly-is-joining-hubspot)). Whether the acquisition has been completed is not stated there. According to Warmly, contracts, prices and connections initially remain unchanged.

## Vector: price by visitors and advertising spend

Vector sees itself as an ABM platform at contact level and combines visitor identification with advertising on LinkedIn and Meta. The [pricing page](https://www.vector.co/pricing) lists three tiers:

| Tier | Unique visitors per month | Advertising spend per month | Price |
|---|---|---|---|
| Growth | up to 25,000 | up to 25,000 US dollars | 36,000 US dollars a year (assignment to the tier not expressly labelled) |
| Scale | up to 100,000 | up to 100,000 US dollars | not stated |
| Enterprise | up to 250,000 | up to 250,000 US dollars | not stated |

As of 7 November 2026, prices according to the provider's page, given in US dollars. Providers change their prices, so check the current page before buying.

There is an annual contract for the whole platform. The higher of the two measures, visitors or advertising spend, is decisive. All unique visitors are counted, not only identified ones. User seats are unlimited. The page mentions a data processing agreement and SSO only from Scale. Third-party sources from competitors give different prices, some cancellable monthly, for instance 399 to 999 US dollars per month for identification alone. These statements contradict the official page and are not reliable.

## What the providers say about Europe

Warmly shows a "GDPR Compliant" seal on its home page without explaining what it covers. On the home page, visitors are identified "at person level". Whether this applies to visitors from Europe, the page does not say. Vector does not mention GDPR, the EU or data residency at all on the page retrieved. On cookies, IP storage and server location, both lack information. Whether the subpages on security and data protection say more, we have not evaluated. Ask both directly.

By comparison: the US provider RB2B expressly restricts person identification to visitors with a US IP address. The situation is explained in [RB2B in Europe: what person identification may do here](https://whovisit.app/blog/rb2b-europa). With Warmly and Vector, no such statement exists. The Vector page also has a link "Do not sell or share my personal information", as provided for in US laws.

## How to classify the legal position in Europe

Two basic rules apply regardless of the provider:

- **Device access.** If a script stores or reads information on the device, in Germany consent is generally required in advance under § 25 TDDDG (the German Telecommunications Digital Services Data Protection Act). In Austria, § 165 TKG applies correspondingly. See [Section 25 TDDDG: cookies and tracking in Germany](https://whovisit.app/blog/tdddg-paragraf-25-cookies).
- **Personal data.** If individual people are determined and enriched with third-party data, the GDPR applies, and the question of legal basis and information arises much more sharply than with a company list. Basics: [Visitor identification and GDPR: a sober assessment](https://whovisit.app/blog/besuchererkennung-dsgvo).

Whether a particular product can be used lawfully is decided case by case. This cannot be read off pricing pages. Get advice from your data protection adviser before you sign a contract.

## What suits smaller budgets

The prices mentioned start at no less than 10,000 US dollars a year. For the question of which companies read the website, simpler tools are enough:

| If you need | More likely suits |
|---|---|
| Company list from the website, price from a few dozen euros per month | Providers with companies as the pricing metric, overview in [Visitor identification pricing: providers compared](https://whovisit.app/blog/besuchererkennung-preisvergleich) |
| AI chat and advertising at contact level | Platforms such as Warmly or Vector |
| A free tier to try out | [Visitor analysis for free: free plans compared](https://whovisit.app/blog/besuchererkennung-kostenlos) |

Whovisit delivers companies, not people. There is no chat or ad delivery. The script loads only after consent, the IP address is discarded after assignment, and the servers are in the Netherlands. At 100 companies per month it costs €19 net.

## Frequently asked questions

**What does Warmly cost?** The pricing page lists plans from 10,000 US dollars a year, with quarterly payment 4,875 US dollars per quarter. There is no monthly payment. Add-on packages from 10,000 US dollars a year come on top.

**Does Vector cost less than Warmly?** That cannot be answered. Vector gives 36,000 US dollars a year for the smallest tier, but the pricing metric is a different one, namely visitors and advertising spend. Warmly's entry tier starts at 10,000 US dollars a year, but the scope of functions of the two products is different.

**Can I use Warmly or Vector in the EU?** Neither page gives a clear answer. Ask about server location, data processing agreement, consent model and the scope of person identification for European visitors. Have the answers given to you in writing.
